A HEADS UP FROM ASSOCIATES ENVIRONMENTAL
CARB’s Clean Truck Check Reporting Begins October 1 and Ends December 31, 2023!
Did you know that the California Air Resources Board’s (CARB) is retiring the Periodic Smoke Inspection Program (PSIP)? CARB’s NEW Clean Truck Check, formerly known as the Heavy-Duty Inspections and Maintenance Program (HD I/M), replaces the PSIP with a program that is more analogous to the Smog Check program for passenger vehicles. The Clean Truck Check starts with fleet reporting from October 1 to December 31, 2023; every non-gasoline (diesel and other alternative fuels) vehicle with GVWR greater than 14,000 lbs., is required to be reported to the program. CARB assesses a fee of $30 per vehicle to complete this initial reporting and annually thereafter. Failure to comply may result in citations and DMV blocking vehicle registrations. ASSOCIATES ENVIRONMENTAL is available to assist in completing the initial reporting.
More Clean Truck Check requirements are also coming. From July 2024 to December 2024 each vehicle must go through its first Clean Truck Check. Each vehicle undergoes a Clean Truck Check prior to registration renewal and prior to six months after its last registration renewal. In 2025, each vehicle will begin to go through TWO Clean Truck Checks per year.

WE’RE LOOKING FOR A CONSULTANT
Job Description:
Associates Environmental (AE) is a dynamic and growing environmental services firm providing expert consultation to the engineering, construction, manufacturing and agriculture industries. AE is currently seeking applications for a Consultant at our Huntington Beach, California headquarters who is proactive, organized, analytical and has a technical education in engineering, environmental sciences or a closely related field of study. Understanding of and experience with EPA, CARB, SCAQMD, SWRCB, CUPA or DTSC requirements and regulations is preferred. Experience with storm water permitting including QSP/QSD certification or lead/lithium battery recycling is desirable.
Our services include periodic reporting to federal, state and local agencies on behalf of our clients, preparing applications and revisions for environmental permits, conducting facility and equipment inspections, emissions forecasts, dispersion modeling, health effects estimates, greenhouse gas emissions assessments, preparing stormwater pollution prevention plans, preparing hazardous material business plans (including contingency plans) and grant funding applications for low emission vehicles and equipment.
This position offers breadth of opportunities and career development in environmental services consulting. The successful applicant will be required to communicate with or meet with staff from regulatory agencies and AE’s clients as needed to complete assigned projects. Travel to client facilities within Southern California is required and may include travel to facilities outside of California within the USA.
AE maintains an ISO 9001 quality management system (QMS) covering all company activities and the Consultant will be expected to participate in the QMS and comply with policies and procedures related to document control, operations and customer service and improvement.
The Consultant will report to and assist the work of a Lead Consultant.
Duties and Responsibilities:
This position will involve a range of project types related to environmental regulatory compliance. Typical duties may include but are not limited to:
Collecting air, water and soil samples at client facilities.
Performing on-site inspections and monitoring tests at client facilities.
Preparing reports for submittal to regulatory agencies.
Preparing applications for equipment, air emissions and industrial wastewater discharge permits.
Preparing Storm Water Pollution Prevention Plans.
Preparing applications for incentive funding for low emission equipment.
Providing accurate, timely and effective responses to customer requests and inquiries.
Engaging in critical thinking regarding work activities and customer engagement.
Performing other duties and taking on additional responsibilities as assigned.
Travel within the USA to client facilities as needed.
Requirements:
Bachelor of Science degree in engineering, environmental science or a closely related degree.
Minimum 2 years work experience in a related field.
Master of Science degree in engineering, environmental sciences or a closely related degree may substitute for experience.
Excellent written and verbal communication and interpersonal skills.
Ability to learn project-specific requirements and applicable regulations.
Reliable vehicle and valid driver’s license.
Additional Information:
The base salary is dependent upon experience and skill set.
AE encourages all staff to work in-office as much as possible although a laptop will be provided for remote work. Candidates wishing to work from a home or remote office in Northern California will be considered.
